The ocean moderates the worst inland cold, but the town is mostly water by area and houses along Shore Road, Two Lights and Kettle Cove take steady wind and salt spray, which matters for outdoor heat pump units, their mounting and their coils. In oil-heated houses with hot-water or steam heat, replacing an aging oil boiler with a high-efficiency unit, paired with heat pumps, is often the practical first step.

The Portland Water District provides both water and sewer service in Cape Elizabeth, but the sewer is split in two. Wastewater from the northern neighborhoods is pumped to South Portland for treatment, while the southern Cape and the Town Center drain to a district-owned plant on Spurwink Avenue, built in 1987 and served by 11 pump stations. Earlier town sewer policies left many parcels on septic systems, and while sewer has been extended since the mid-1990s, some homes still have septic tanks and leach fields, sometimes on shallow soil over ledge. In older neighborhoods, cast-iron and clay laterals of the same age as the houses are prone to root intrusion, cracking and settling, and backups often trace to the pipe between the house and the street. A camera inspection before a sewer line repair shows whether a spot fix or a full lateral replacement makes sense.
