Sewer Line Repair & Replacement for Cape Elizabeth Homeowners

Cape Elizabeth sits in Cumberland County, part of the territory Aces Highlands covers out of 508 Riverside St Unit 1 in Portland every week — so a call for sewer line repair & replacement gets a technician who already knows the local housing and codes, not a first-timer.
Sewage backing up through a basement floor drain usually means the main line between your house and the street has failed. Aces Highlands diagnoses with a camera, repairs what is broken, and replaces only when replacement is the honest answer.
The sewer lateral carries everything from your house to the city main or septic tank. In Portland, South Portland, and Westbrook, many laterals are original clay or cast iron from the early 1900s and are nearing end of life.
Tree roots find the joints in clay pipe, cast iron rusts until the bottom of the pipe is gone, and frost heave shifts sections out of line. The result: a line that clogs every few months until it collapses.
We start every sewer call with a camera, not a shovel. Seeing the break, its depth, and distance from the house tells us whether a cleaning, a spot repair, or full replacement is right. We show you the footage.
Sewer work in Portland involves plumbing permits, a licensed plumber for the connection, and a street-opening permit near the main. We handle paperwork, coordinate with the city, and restore your lawn or driveway. Active backups are an emergency call.

Cape Elizabeth Homes and What They Need
Cape Elizabeth's housing is markedly older than Falmouth's or Cumberland's. Census estimates put the median home at 1967, about two-thirds of homes were built before 1980, and nearly one in five predates 1940, in neighborhoods such as Cape Cottage and Delano Park near Fort Williams. Building has slowed sharply: only about 4 percent of homes date from 2010 or later. Roughly nine in ten are single-family detached houses. Close to half of all homes date from 1940 to 1979, across areas like Pond Cove, Shore Acres and Oakhurst, which means original branch-circuit wiring, two-prong outlets, ungrounded circuits and early panels are still common, often extended piecemeal by later owners. Before adding heat pumps, an induction range or a finished basement to one of these houses, it is worth having the older wiring inspected and brought up to date.
Water Supply and Drains in Cape Elizabeth
The Portland Water District provides both water and sewer service in Cape Elizabeth, but the sewer is split in two. Wastewater from the northern neighborhoods is pumped to South Portland for treatment, while the southern Cape and the Town Center drain to a district-owned plant on Spurwink Avenue, built in 1987 and served by 11 pump stations. Earlier town sewer policies left many parcels on septic systems, and while sewer has been extended since the mid-1990s, some homes still have septic tanks and leach fields, sometimes on shallow soil over ledge. In older neighborhoods, cast-iron and clay laterals of the same age as the houses are prone to root intrusion, cracking and settling, and backups often trace to the pipe between the house and the street. A camera inspection before a sewer line repair shows whether a spot fix or a full lateral replacement makes sense.

Getting to Know Cape Elizabeth
Cape Elizabeth is home to Portland Head Light, completed in 1791 — the first lighthouse finished by the young United States government, commissioned during George Washington's presidency, and still Maine's oldest lighthouse. The town also produced Joan Benoit Samuelson, who won the first-ever women's Olympic marathon in 1984 and founded the TD Beach to Beacon 10K, which finishes at the lighthouse each summer.
Between Fort Williams and the open Atlantic, Cape Elizabeth homes take the full force of coastal wind and salt air — conditions we plan for in every outdoor equipment installation here.
Local & Independent — Not a Franchise
We are an independent, Portland-based company, not a franchise chain routing your Cape Elizabeth job to a call center. Technicians are not on commission, so the recommendation you get is the one your house actually needs. We do the work you called us for, do it right, and earn the next call. That is the whole business model.
How Your Drain-Waste-Vent System Works
- Fixture drains — sinks, tubs, and toilets
- Main stack — collects branch lines and vents through the roof
- Vent — keeps trap seals from siphoning dry
- Cleanout — access point for clearing clogs
- Building sewer — carries wastewater to the street main

Sewer Line Repair: Camera Inspections, Roots & Trenchless Options
A failing sewer line is one of the more expensive plumbing problems a homeowner can face, which is exactly why diagnosing it correctly before digging matters as much as the repair itself.

Codes & Permits for Sewer Line Repair & Replacement in Cape Elizabeth
In Cape Elizabeth, plumbing permits come from the Local Plumbing Inspector at the Cape Elizabeth Code Enforcement Office (320 Ocean House Road, Cape Elizabeth, ME 04107-0060, 207-799-1619). With 9,535 residents, Cape Elizabeth is required to enforce the Maine Uniform Building and Energy Code (MUBEC). Cape Elizabeth is one of the few Cumberland County towns receiving both water AND wastewater service from Portland Water District, unlike neighboring water-only communities such as Windham.
- In a sanitary district, an owner whose building is within 200 feet of a district sewer must connect within 90 days of being asked to, though the district can't force the owner to buy land or an easement just to make the connection; existing properties with a functioning private system are exempt as long as it stays compliant. legislature.maine.gov
- Installing a new, expanded, or replacement septic (subsurface wastewater disposal) system requires a permit built on an HHE-200 application, which must be prepared by a Maine-licensed Site Evaluator for standard systems, or by a professional engineer or licensed Site Evaluator for engineered systems. maine.gov
- A Maine-licensed Site Evaluator qualifies through an exam covering the state's plumbing/SSWD rules and soils, and performs the site work (digging test pits, reading soil texture and depth to bedrock) that a septic permit depends on. maine.gov
- Every Maine municipality must annually appoint at least one Local Plumbing Inspector (LPI), who does not have to live in that town, to issue plumbing permits and enforce the state's plumbing rules and Subsurface Wastewater Disposal (septic) rules locally. mainelegislature.org
How Aces Highlands Handles Sewer Line Repair & Replacement in Cape Elizabeth
- Portland Water District runs Cape Elizabeth's public sewer. The lateral from your foundation to the main is the owner's line, so we scope it before recommending any digging.
- 39% of Cape Elizabeth's homes went up before 1960 — the cast-iron and clay-lateral era, and exactly the kind of line that cracks and lets roots in.
- If a septic system needs replacing, Maine requires a licensed Site Evaluator's HHE-200 design and a town permit before we dig; we handle coordinating both.

Where to begin? These guys hooked up a sauna for me and did an amazing job, it was not a small job. Projects big or small, these guys are my go to. Responsive, reasonably priced, and professional. In a world where it is tough to get good service, I'm thrilled to have these guys in my phone.

Sewer Line Repair & Replacement FAQs
Who is responsible for the sewer line — me or the city?
In Portland and most Southern Maine towns, the homeowner owns and maintains the lateral from the house all the way to the connection at the city main, including the section under the sidewalk and street. The city is responsible for the main itself. Check your town's sewer ordinance for the exact boundary; we can help you read it.
Does homeowners insurance cover sewer line replacement?
Usually not under a standard policy. Some insurers offer a service-line endorsement for a small annual premium that covers the lateral, and some cover the resulting water damage but not the pipe. Call your agent before the work starts, and ask us for the camera footage — insurers often want it.
How long does a sewer line replacement take?
Most full replacements take one to three days from the first shovel to backfill, plus a day or two beforehand for Dig Safe locates and permits. Spot repairs are often finished in a single day. You will be without drains for part of that time; we tell you exactly when before we start.
Do I need a permit to replace a sewer line in Maine?
Yes. Sewer lateral work requires a plumbing permit and an inspection before backfill, and work in a city street or sidewalk needs a street-opening permit. The connection itself must be made by a licensed Maine plumber. We pull every permit and schedule the inspections.
Can tree roots really break a sewer pipe?
Yes. Roots enter at the joints of clay pipe seeking water, then grow until they crack the pipe or fill it completely. Cutting the roots restores flow for a season or two; the permanent fix is replacing the joint they enter through or the whole run. Maples and willows near the pipe path are the usual culprits.
Is trenchless sewer repair available in Portland?
It depends on the pipe. Cured-in-place lining needs a host pipe that still holds its shape; pipe bursting needs room to pull a new pipe through and access pits at each end. Collapsed sections, bellies, and multiple bends often rule them out. The camera inspection tells us, and we quote both ways when both are possible.
